Virtual Silk Highway

This workshop, organised by CEENet (Central and Eastern European Networking Association) and financed by the Science for Peace and Security Programme, provides training on distance-education and e-learning, which are essential activities of the Virtual Silk Highway.

Distance learning is not a novelty paradigm in education. It has been used to make education more widely accessible and flexible to those who do not have access to regular in-class education, or to supplement the classic educational process.

Developed countries have grappled with the technology to a greater or lesser extent rather early and have thus had several decades to facilitate e-learning. Regrettably, the developing countries were the last to introduce this technology, which is consequently still at a rather experimental stage.

Transferring the experience from one country to another is not a simple process. Different levels of development and penetration of ICT might require different approaches towards introducing and spreading this type of education. Therefore it is crucial to understand all dimensions of the system, and to be aware of the myriad of problems which the developing countries have to deal with.

The aim of the workshop is to show examples where e-learning can be applied in an effective way, through the presence of representatives of organisations known to be successful in using e-learning on massive scales: e.g. Phoenix University in the US, Moscow Economic and Statistical Academy, etc. The workshop creates a forum for exchanging ideas and practices concerning distance education, enabling e-learning experts from NATO partner countries, especially SILK countries, to get insight on how to improve their existing e-learning systems, or to create them where they don’t yet exist.
