Advanced Networking Workshops (SPS ANWs)
Notes for Applicants
Grants are offered to organize Advanced Networking Workshops (SPS ANWs), which are policy workshops, training workshops or experts meetings.
Purpose and Format

Advanced Networking Workshops (SPS ANWs) are of three types, i.e. policy workshops, training workshops and expert meetings. The Advanced Networking Workshop (Policy) is aimed at increasing the level of harmony among the various network policies at national and international levels and at facilitating coordination in the planning and development of research networks. The Advanced Networking Workshop (Training) is aimed at facilitating the transfer of knowledge and the exchange of experiences between qualified network managers coming from different environments and backgrounds. This type of workshop also serves to promote distance learning. The Advanced Networking Workshop (Expert meeting) aims at bringing together experts in a field to optimize the use of electronic communication in that field.
- An Advanced Networking Workshop is normally a meeting of two to five days' duration, involving between 20 and 50 participants. It is a forum for advanced level, intensive discussions between policy makers, network managers, and qualified experts from different countries.

Ineligibility
- Applications for workshops dealing with research on Computer Networking are not eligible for support under the Computer Networking Area. In such cases an application form for an Advanced Research Workshop (ARW) should be completed.

- SPS ANWs should be held in a Partner country.

ANW Directors and Organizing Committee
- An ANW should be conducted by a co-director from a NATO country and a co-director from a Partner country.
- The Co-Directors are responsible for organizing the ANW, including the preparation of the scientific programme, the selection of participants, the administration of the meeting and the publication of its conclusions and recommendations. Their tasks include, among others, to assign responsibilities to participants (key speakers, discussants, rapporteurs, session chairmen), to arrange plenary and special sessions in order to formulate conclusions and recommendations, to provide guidance on the preparation of survey papers critically assessing the field, to circulate survey papers as a basis for discussions, for form drafting groups to develop recommendations and to perform editorial tasks.
- The Co-Directors should be assisted by a small organizing committee of experts from at least three different countries, who should normally be selected from among the key speakers. A scientist from the locality of the ANW should be included in the Organizing Committee.

Participation
- Participation in an ANW is at the discretion of the Co-Directors of the meeting and is by invitation only, although some places should generally be made available to particularly well-qualified experts who apply to the Co-Directors for attendance.
- Participants should be invited by the Co-Directors because of their contribution to the field and their potential for the success of the meeting. The Co-Directors are expected to achieve an optimum blend of expertise and to introduce into the programme a variety of viewpoints, in order to stimulate discussion and promote the exchange of ideas.
- Participants should normally come from NATO countries or from Partner countries , but to augment the available expertise, outstanding scientists from other countries may be invited as key speakers if they are included in the original application.
- Participation should be well-balanced between the group of NATO countries and the group of Partner countries, that is with 40%-50% coming from Partner countries. A balanced distribution between individual countries should also be sought, and ANW participants from any one country should not exceed 25% of the total number of participants.

Funding
- The NATO grant is intended to cover the organizational costs of the ANW, the travel and living expenses of key speakers, and to contribute to the travel and living expenses of other participants.
- The expenses of key speakers, from any country, may be covered by the NATO grant. Partial funding of other participants may be covered by the NATO grant only if they are from NATO or Partner countries.
- The level of funding awarded to organize an ANW is determined by NATO on a case-by-case basis, taking into account the number of participants, and the size, duration and location of the meeting. The NATO award is made in Euros but can be paid in any currency specified by the Co-Directors. For administrative reasons the award will be paid to the NATO-country Co-Director, who should coordinate expenditure with the Partner Co-Director.
- The organizers are expected to minimise expenses by efficient organization of the Workshop and the choice of location
- Joint sponsorship and financial support by organizations in addition to NATO is welcomed provided that the Workshop conforms to the ANW format and is designated a "NATO Advanced Networking Workshop".

Publication
- Publication of the results of Advanced Networking Workshops as a book in the NATO Science Series is recommended. The Co-Directors may apply for a supplemental grant to offset the cost of preparing this publication according to specifications provided by the commercial publisher. This grant will be awarded after the manuscript has been accepted by the NATO Science Series publisher.
- Other forms of publication can be considered if deemed more appropriate, such as a series of commissioned papers, or dissemination through relevant international journals.

Review of Applications
- Applications for Advanced Networking Workshops are subjected to peer review by the SPS Committee's Advisory Panel on Computer Networking and Information and Communications Security. Grants may be awarded on the basis of recommendations made by this Advisory Panel. The Panel meets three times a year.
- The Advisory Panel assesses the scientific importance of the meeting and its relevance to the priorities of NATO and its Partners. The Panel also reviews the qualifications of the proposed participants, their level of commitment, the appropriateness of the format and the anticipated outcome of the meeting. In making its recommendations the Panel may suggest modifications in to the content, format, participants and expenditures of the Workshop

Submission of Applications
- In order to be eligible to apply for an ANW, both Co-Directors must ensure that all commitments made to NATO as a result of previous grants have been fulfilled.
- Applications must be prepared using the ANW application form downloadable from the NATO Science website. Required curricula vitae must be provided in the format specified in the application form. Copies of letters of acceptance from proposed speakers should not be included. The application must be signed by both Co-Directors and must be submitted, in duplicate, by mail to the following address:
