NRC CCMS ROUNDTABLE
Development and implementation of a regional activity plan for prevention and elimination of environmental consequences of oil product spills
Moscow - Tver City 6 - 7 February 2006
Project wider objective: creation and approbation of a sample regional management system and use of technical facilities while preventing, localizing and eliminating oil spills by example of a pilot site.
Project specific objectives:
- Creation of a system for revealing oil spills and their notification
- Creation of a system for registration and control over potentially hazardous objects
- Creation of an information system of notification and response to emergency situations
- Formation of mobilization resources of technical facilities and materials for prevention and elimination of oil spills
- Analysis of the legal framework of federal and regional levels governing prevention and elimination of oil product spills and preparation of recommendations for its improvement and harmonization in accordance with international requirements
- Development of cooperation between services and organizations while localizing and elimination of oil product spills
- Study of experience of oil product spill elimination
- Dissemination of the project’s positive experience in other regions of Russia and NATO countries
Activities to be executed under the project:
- Holding seminars for exchange of experience with Russian and foreign specialists
- Approbation of new technologies and equipment for localization and elimination of oil spills
- Joint trainings for localization and elimination of oil spills
- Inventory of potentially hazardous objects
- Risk assessment of oil spills and their consequences
- Development of sample and individual scenarios of oil spills and their elimination
- Creation of a database of the best current technologies, machinery and materials for localization and elimination of oil spills and elimination of their consequences
- Training of the staff of regional and local authorities and specialists of emergency rescue teams and specialized companies taking part in localization and elimination of oil spills
- Development and replication of a sample regional Oil Spill Response (OSR) Plan on the basis of the regional plan of the Tver region
Anticipated results :
- Improvement of professional skills of the staff of the authorities and specialized organizations in prevention, localization and elimination of oil product spills
- Dissemination of information on the best current technologies, equipment and materials for localization and elimination of oil product spills
- Sample regional OSR Plan
- Technical support of the regional centre of the Tver region for prevention and elimination of oil product spills
- Notification system for oil spills
- Data bank of potentially hazardous objects
- Individual scenarios of OSR for potentially hazardous objects
- Sample OSR scenarios for oil and oil product transportation objects
