The Alliance is undergoing a major transformation aimed at adapting its capabilities and structures to 21 st century security threats. This includes a new military command structure, the development of the expeditionary NATO Response Force, as well as capabilities to counter terrorist attacks with weapons of mass destruction. On the political side, this involves strengthening NATO as a political forum where Europe and North America discuss strategic issues. How much has been accomplished already?
