NATO’s Mediterranean Dialogue was launched in 1994 by the NATO Foreign Ministers (2004 thus marked the Dialogue’s 10th anniversary).

Meeting in Istanbul on 28 June 2004, NATO Heads of State and Government
decided to elevate the Mediterranean Dialogue to a genuine partnership.
