ISAF Press Conference Speaking Notes

Brig Nugee
20 December 2006

Current Operations

OP Baaz Tsuka

In the south, Op BAAZ TSUKA commenced on 15 Dec as an element of COMISAF’s operational main effort, which is Op OQAB. Op BAAZ TSUKA will continue the momentum established from previous operations to establish an enduring stable environment within the ZAHRE/PANJAWAYI area.  Key aspects are:

  • The involvement of the local tribal leaders is key to the enduring results of the operation, resulting in elders’ accepting their role in achieving an enduring stability in their areas.
  • As with Op OQAB, Op BAAZ TSUKA is a multi-national operation, planned and executed in conjunction with the ANSF.
  • Enhanced security will allow for the implementation of HA and R & D activities, prioritized according to the needs and wishes of the local population.

Precision Targeting

On 13 Dec ISAF launched a precision air strike against a known Taliban command post in the Panjwayi district of Kandahar province. As a result of the engagement, ISAF has not only disrupted the insurgent’s ability to conduct operations, a number of senior Taliban leaders were killed.

Civilian Casualties

ISAF regrets civilian casualties caused by ISAF operations and treats the issue with due seriousness.  This goes strictly against our mission to provide better security, support governance, and aid the reconstruction and development of this nation.

ISAF Soldiers always have an inherent right to self-defence and will therefore naturally protect both themselves and the local people around them if they feel an imminent threat.  Key points are:

  • Presidential PAG – subject for discussion between President Karzai and COMISAF.
  • Constant review of TTPs with regards to ROE.
  • Engagement with local communities through Shuras and information campaign.
  • Taliban tactics – blatant disregard for Afghan lives (as recent Kandahar Qalat Suicide bomber attacks demonstrate).
  • Use of civilians to cover and mask actions.

Suicide Bombing Facts (RTQ only).

  • 115 suicide-IED attacks.

Deaths:

  • 203 Afghans.
  • 54 Afghan security personnel.
18 ISAF soldiers.
